Opening speech by Mr. Wilson, Director of the BEUBC

Presentation by Mr. Leutges: The Company “SoHaTec” offers an advanced system of control on the municipal, regional and republican levels. The goals of the project include transparent reporting system, cost control, process optimization, improvement of the system functioning. SoHaTec’s solution strengthens the municipal structures and state authorities to improve planning measurements. It establishes higher city revenues for services and deliveries. The administrative solution can help to privatize municipal units. City income grows and becomes transparent. Infrastructure becomes more effective. The city computer net will allow delivering to each department a certain function thus the multilayered system is established.

Question: How does the system increase the city`s revenue?
Answer: One of the advantages of the project is that it can elicit where the problem is and the system offers a proper solution. Thus by saving time and cost the city gain money.

Question: The system is able to find a failure. But does that happen automatically or with the help of a specialist?
Answer: The system is adapted to each particular case and if everything is installed correctly, the expert participation is minimal. Data protection and security is guaranteed.

Question: The system suspects each citizen to join the system. How can we attract all people to connect?
Answer: A good example is Ukraine. There not only public but also private organizations join the system. There like anywhere else price and quality is of value, and our system is able to offer both.

Question: Are the prices the same?
Answer: Each city is unique. Project will be developed according to individual needs of every city. In Ukraine that is difficult to establish the same prices for all citizens as the tariffs are vulnerable. There we estimate tariffs for each house and the system is able to do that automatically.

Question: If the control will be automated an obstacle may occur. The suppliers will leave the housing and operating agencies, thus the number of users and suppliers will increase and everyone will be able to establish the same tariffs. Objective estimation will not be possible. How can you comment on this?
Answer: We are able to set objective prices by getting registers of bills and check. By this we get the direct access to the spot system of payment acceptance.

Question: Did you make the estimation of the level of the system?
Answer: Not 100%. But we are close to that. We offer administration concept with electronically structured data base with an immediate access to all relevant data

Question: If there is already a сщжзгештп system, how will you establish your computer net?
Answer: We took that into account while working out the system. The net can function in parallel with other systems. The integration and gradual removal of an old version is possible. Our goal is to achieve the European standard and bring it to users.

Question: What level of administration you are working with?
Answer: We are working with all levels. They include town hall, town council, civic center and ministries. All levels are connected so we just cannot escape a single one.

Question: If there is a source leakage, can the system indicate it?
Answer: Right. Our multifunctional system indicates where the leakage takes place and what the responsible department is.

Question: What mechanism is used?
Answer: We use technical counters that are installed at each important stage. We offer mechanism that can be easily adapted, we offer improvement. Our services include complete installation of hard- and software, training, support and updates, investing can also be possible, support after installation.

Question: Did you participate in legislative act development?
Answer: Yes, we do have such experience. We take into account the peculiarities of a certain district. In Poland we achieve 100% adaptation.

Question: Can a citizen pay for community facilities without leaving his house?
Answer: Yes, a person gets his number, pays via Internet and gets the confirmation. The information is got by the authorized department. E-Government in Europe is widespread. In Germany the system was installed long ago and some facilities where not taken into account. With that system you can even leave Germany behind.

Mr. Tchizhikov: The City of Donezk has implemented the SoHaTec system. The fact that the system was installed in 120 cities attracts our administration and was a perfect guarantee to us. All suppliers join the system and we are able to control the cost and our revenue. By now no failures were faced and the system functions normally meeting our standards and requires.
